Resources for avoiding GPL software licensing issues?

It's a non-issue. Google, yahoo and many, many others use linux servers, built with linux tools.

There's no clear definition as to where a program begins and ends. Is the configuration file part of a program? Its interface with system libraries? Information flows all around inorder for anything to have an affect on the world. 'program' is ill defined, since there is no way to decide what is in the set and what isn't other than the law courts, but the political and legal will is such that many giants must fall before you do. Technical people, good at stacking houses of abstract cards often look at the law and see rules, but this is a shadow, for law hangs from the boughs of politics, that branch of behavior involved with the societal control of freedom of action. Always consider the real politik of law; who will push for change and who will resist. Who will judges, in support of their own feelings, interests and concern for their family and friends, want to side with?
